If you dug a hole in the ground and it rained, the hole would fill up with water. When you put a house in the hole, the same thing happens - the water builds up in the loose back fill around the foundation. The pressure exerted on the walls by the water is called Hydrostatic Pressure.
This method is interior footing drains. With this approach a trench is jack-hammered into the concrete. Weep holes are drilled into the bottom block so water can pass into the system. Crushed stone and perforated pipe are installed in the trench. The floor is re-cemented with a 1 inch gap along the wall to allow for any incidental seepage from the block. The pipes drain into a well and the sump pump takes the water up and out of the house.
